Since the 1990s Garner has made work influenced and inspired by the unique history and politics of the South Wales Valleys.
Themes include the impact and aftermath of the decline of the coal industry and the contribution the Valleys made to society through pioneering initiatives such as free at-the- point-of-use healthcare.
In this billboard featuring ‘Weeping’ the artist has printed previously unpublished press images of Aneurin Bevan. Bevan, inspired by the workers' healthcare of his hometown Tredegar, took a leading role in the formation of the NHS in 1946.
This ambiguous portrait suggest Bevan would now be crying over society's apparent loss of commitment in his own vision for a welfare state.
